Rui Neves Duarte foi investigador no Laboratório Nacional de Engenharia Civil (LNEC-Portugal).

Atualmente, é Professor no Departamento de Engenharia Civil da Escola Superior de Tecnologia do Barreiro, Instituto Politécnico de Setúbal, Portugal.

A sua investigação desenvolve-se nas áreas da vida útil de estruturas de betão armado e betões especiais e sustentáveis, como betão com agregados reciclados.

Rui Duarte Neves também realizou atividades relevantes de consultoria no âmbito do controlo de qualidade do betão, inspeção e avaliação de estruturas de betão armado.
